Executive Summary

Charalambos Petrides was appointed by the President of the Republic of Cyprus as the Minister of Defence in June 2020 until 1st March 2023.

His professional career spans the real estate industry where he held key positions on the Boards of leading organisations including the Cyprus Land Development Corporation, the Cyprus Property Valuers Association. During the years 2016 and 2020 he served as the Mayor of Aglantzia in Nicosia where he resides with his family. During his leadership he supervised the implementation of major road networks, economic consolidation, and the reform of the Municipality’s social services.

During his service as Minister of Defence and Mayor of Aglantzia, Charalambos Petrides implemented and promoted policies concerning:

Absorption of major European funding in support of research and innovation

Through various political decisions, I supported the development and adoption of an integrated plan on defence research and innovation on the basis of:

the financing of projects/programmes with funds of the Ministry of Defence
the support of Cypriot based research centres/companies/private sector in participating in the European programmes EDIDP and EDF.
the financing of dual use technologies programmes through the Recovery and Resilience Facility (RRF) and the NextGenerationEU (NGEU) instrument.

Implementation of Innovative and Reform Action Plans in governance

I put forward legislation and regulations to the House of Parliament regarding the improvement of the operation of the armed forces as well as the working conditions of the military personnel.

My recommendation/proposal to purchase new defence systems necessary for the modernisation of the armed forces on the basis of a strategic plan were approved by the Council of Ministers. In addition, I was involved at the early stage of the consultation of the Local Government Reform, that was approved in 2022.

Digitalisation Strategy and Implementation

I approved and supported the creation of a web portal enabling citizens to safely interact with the Ministry of Defence in relation to a number of operations, including military service.

In addition, the Cyprus Police is now linked to the military archives, allowing the Police to check non-integrated reservists at the entry and exit gates of the Republic of Cyprus.

Energy and Green Economy

As Ministry of Defence, we secured, through EU structural funds, a sum of 19 million euros for the installation of photovoltaic systems in National Guard camps.

At the same time, it was agreed that the Cyprus Electricity Authority would replace more than 6,600 energy-consuming lighting fixtures with LED type lighting bulbs in National Guard camps. As Mayor I implemented the “Pay as you throw” policy in the Municipality, part of a Holistic Waste Management Program, with success, which led to the decision to implement it throughout Cyprus.

Strengthening and Defence Collaborations with other States

Under my political overview and leadership the Ministry of Defence promoted and extrovert defence policy in support of our regional role as a pillar of stability and security cooperation.

Under my watch significant number of new defence cooperation agreements were signed that now accounts to 14 bilateral agreements. During my term in office we have expanded our cooperation to the Gulf and the US, being the first Minister of Defence of Cyprus that paid official visit to the UAE, Saudi Arabia and the US. We have also enhanced the trilateral synergies between Cyprus-Greece and our regional partners Israel, Egypt and Jordan.

Promoting collaboration with other states in bilateral, trilateral and multinational context in order to create synergies, exercises and people to people contact via diplomacy.

Local Governance Infrastructure and Social Policy

Implementation of major infrastructures such as road networks, local parks and buildings.

Creation and implementation of the Municipality’s after school child care programme at the local primary schools, offering a range of activities to school aged children.

Awarded contracts to the private sector to better maintain local public open spaces and parks.
